how do I install a windows networked printer in xubuntu

newbie with linux
I want to install a printer, but can't find the option to do so, I have xubuntu installed on an older computer and alls good-
I've searched and found some instructions
"system - administrator - add printer"
under system I don't have administrator, I'm pretty sure I'm logged on as a root user (right term ?) as I can install updates etc
do I have a faulty install ?
