DHCP reply not getting through tap/bridge setup

My setup is like depicted below. Ultimately I'm trying to build an AP which just requires a DHCP internet connection to work, by tunneling to an Internet-facing gateway server. I already have another private network connected to the gateway server with a number of APs connected and an Ubuntu DHCP server.

Client (tap0) <-----> Gateway-server (br0 (tap0/eth0)) <---> DHCP (eth0)

With tcpdump on the client I can see the DHCP request and on the DHCP server I can see both the request and the reply. On the bridge machine I can only see the requests, so the reply seems to get lost somewhere. Any idea what might be the problem, or how to debug further?

Setting "always-broadcast on" for the scope makes the DHCP reply get through, but when I then try to ping the DHCP server the same thing happens, the ping reply is lost.
