broken apt system (no libc, ubuntu-minimal)

I have a very broken apt system. It works to startup and shutdown, but I have 38 broken packages on my system, including things like libc and gcc. I have a liveCD, but no internet connection. How can I tell it to use the CDROM to get the needed debs? I can find them on the CDrom, and I already tried apt-cdrom with no success. I suspect I have some packages that need downgrading, and some that are on the LiveCD and need to be re-installed.

What is the output of

uname -a
lsb_release -crid
sudo dpkg --audit

Just to make sure that I correctly understand: You have no internet connection at all, but you can transfer files to the system via USB stick? What did you do that you ended up with broken packages?
