sudo debconf-get-selections --installer returns nothing on vivid

Action:

sudo debconf-get-selections --installer returns nothing on vivid

Expected result:
list of actions from the current install

Experienced result:
No output

sudo debconf-get-selections --installer provides no output. Experienced on first reboot after gui/manual install from 15.04 iso.

Same result after completing:
sudo apt-get update
sudo apt-get upgrade

manpage states:
To dump the debconf database of the debian-installer, from
       /var/log/installer/cdebconf, use the --installer parameter
