mintUpdate wont work

Every time I try to install mintupdate 4.9.2 I get "W: Failed to fetch http://packages.linuxmint.com/pool/main/m/mintupdate/mintupdate_4.9.2_all.deb Could not connect to localhost:4001 (127.0.0.1). - connect (111: Connection refused)"

I am not quite sure what to do also when I try to refresh software manager I get:

I don't know if these issues are related or not but I tried to use apt-cdrom like it says and was not able to achieve anything.
any help would be appreciated as I would like to be able to install 17.2. (the apt-cdrom error existed for me before mintupdate 4.9.2)

This site is for and about *buntu. Linux Mint might be based on *buntu, but it is different. You should ask the Linux Mint Forums instead. http://forums.linuxmint.com/

Mint is not supported by the Ubuntu community in any way
