help on tar and restoring a system back up

I am running Ubuntu 12.05.4. I used the following command to make a backup of my system running as a VM on a server:

>tar -cvpf /backups/fullbackup.tar --directory=/ --exclude=proc --exclude=sys --exclude=dev/pts --exclude=backups .

1. Now, I wish check whether the tar work by restoring it to a subdirectory. Is this possible?

2. What is involved when I restore my system?

I suggest you spin up a VM and experiment with the file. You will not damage your live OS.
