I'm Using ubuntu 15.04

You have been messing with permissions in your system. You will need to drop to root recovery mode and set the permissions back to what they should be then leave it alone.

Try installing Ubuntu packages build-essential , linux-headers-generic and kernel-package

I believe that kernel-devel is a Redhat package name that does not exist in any Ubuntu repository.

I think you need build-essential , linux-headers-generic and kernel-package instead.

But first follow the advice in post #1.
