Where to submit bug about kubuntu vivid system settings formats (numeric, currency, time)

When I updated my kubuntu 14.10 to kubuntu 15.04 I noticed that there were incomplete / wrong formats (numeric, currency, time) in Kubuntu system settings. There is only Finland - svenska (sv_FI) when there should be Finland - finland (fi_FI) (or in finnish Suomi - suomi fi_FI). At least previous Kubuntu (14.10) had this selection.

Where should I submit bug report, to Kubuntu, to KDE on some where else?

Doing that, Apport complains:

Problem in plasma -desktop - Apport

"The problem cannot be reported:

This is not an official Ubuntu package. Please remove any third party package and try again."

I upgraded Kubuntu using upgrade tool and I think this should be so called official. I have also enabled vivid-backports on software sources. Could it be that why I can't make report? Or something else?

Actually I found solution. Not the actual question but the bug I was meant to report. There is "Suomi - suomi (fi_FI)" in that list. Didn't notice that because I was looking for Finland - Finnish (fi_FI). Anyway problem solved so I mark this as solved. Even thought the bug reporting didn't work...
