update-manager-kde flashes text before actually updating

This is only a visual glitch, not high-importance. However, it is jarring to user experience. Once the shield icon is clicked, up pops muon update manager, and very briefly, some sort of a list of updates. That is only a flicker, before the download of needed updates. Once that downloaded list is fetched, the updates needed are displayed.

That first flicker of a (previous?) list should not display.

I've tried to file this bug three times using ubuntu-bug in the cli, but apport has crashed each time. I was, however, able to report that apport bug successessfully using ubuntu-bug!

You have reported the bug. You don't need a question as well. Vivid is not ready and not stable. If you want an OS that works then I suggest you reinstall with Trusty. Trusty is Ltd and supported til April 2019
