Not able to add more workspaces to workpace switcher in ubuntu 14.04 metacity

I have installed 14.04.1 and the fallback desktop, I am using the Metacity option. Workspace switcher has one workspace, I have tried to add more using the workspace switcher preferences, but nothing happens. I would like to have at least four workspaces, how can I make this happen?
