screen blanker sometimes doesn't work

I have my time out on the screen blanker se to 10 mins. Sometimes it works and sometimes not. Usually works the first time after a boot up then it doesn't after I execute a program. I have been using "xset dpms forcr off" as a work around when I leave my computer. Is there a fix for this?
