Basic Question RE: Ubuntu 14.04 -> 15.04

WARNING NOOB QUESTION:
Am I looking in the correct place (Blueprints) to find the changelog or the differences/additions for the Ubuntu 15.04 Final BETA / Final Release? I was redirected from the Vivid Vervet Release Notes page to the Vivid Blueprint List (https://blueprints.launchpad.net/ubuntu/vivid/+specs) under the assumption that the "New Features" would be listed in a sort of changelog type manner. To me it seems like a more advanced description; almost like a project "to-do list" hub for the developers/community-testers and that it isn't some official "this is going to be in the official update list/here's what to expect in the update" changelog-type list. Is this it, am I at the correct page and just too ultra-noob expecting a black and white list? I found a no0b friendly version (http://www.omgubuntu.co.uk/2015/03/download-ubuntu-15-04-beta-release - the top section; disregard the sections on the updated DE's) at the link provided, but was wondering if I was missing something at the Blueprints page?

If you go to thepackage's page here on Launchpad you can view the changelog there. Is this what you mean?

There are no separate release notes for the beta version of Ubuntu vivid, just the general release notes https://wiki.ubuntu.com/VividVervet/ReleaseNotes
And these are not completely written yet, but work in progress.
Please be patient until the official publication date in a month's time.
