Which is the right place to ask for feature-requests in applications installed in Ubuntu?

Hi All,

I wanted to know if the bug reporting site for Ubuntu is the right place to create feature-request (improvement) issues for applications that can be installed on Ubuntu. Or should such issues be raised in the bug-tracking-site of the original applications?
