On boot-up in Ubuntu 14.04 usb ports turn off

On boot-up, the usb ports initially come on (mouse lights up, lights on keyboard), then turn off before boot finishes.

No response from keyboard or mouse. I have to hard shut-down (hold power button until power off) and try again.

Might not happen for a few times, then happens several times in a row.

No idea how to fix this.

I am not an expert in Linux or Ubuntu, just a user.

I have kept up the updates, so I suppose that I have the latest BIOS.

Sporadic failure of USB ports is a symptom of a failing peripheral controller (usually on the motherboard). BIOS updates are from the manfacturer of your computer, not Ubuntu updates. Overheating results in solder pad cracks which get worse with time. These peripheral controllers frequently control many other things like video, hard disks, and wireless, so you can get a variety of symptoms, depending upon which solder pads have the cracks/separations.

This has occurred from the time Ubuntu was loaded onto this machine. The PC is a new Dell, and came with Windows 8.
This problem does not occur when the PC is booted in Windows.
