I suggest you report a bug. Vivid is not ready and not stable

(Information, not a detailed analysis)

Ok, this will happen if you have apt held back, it is common on AWS if you are brute forcing an upgrade to 15.04 from a 12.nn ami.

sudo apt-get install -f apt may clear it. You might find this an iterative process.

Can you help with this problem?
