unable to open new volume( hard drive partitions).

sir, i have error issue at the time of try to open my any of the new volume (hard drive partition)... every time i try to open it following error popup's " unable to access "new volume".
and some time it lagging( hang)... plz reply

Is the volume on a USB stick or is it another partition on the internal drive?
What file system are you trying to mount?

Error mounting /dev/sda4 at /media/shiddhant/Windows: Command-line `mount
-t "ntfs" -o
"uhelper=udisks2,nodev,nosuid,uid=1000,gid=1000,dmask=0077,fmask=0177"
"/dev/sda4" "/media/shiddhant/Windows"' exited with non-zero exit status
14: Windows is hibernated, refused to mount.
Failed to mount '/dev/sda4': Operation not permitted
The NTFS partition is in an unsafe state. Please resume and shutdown
Windows fully (no hibernation or fast restarting), or mount the volume
read-only with the 'ro' mount option.

whole device partion. see this image and i was mark which file i want to
open... and popup's error also...

A good start would be to run a chkdsk on it on a Windows system.

you want to say there is no solution for problem...

i was install first along with window that time i give ubuntu 100 gb of
space from my E drive.
that time face this problem so i delete the partition and again merge that
space to my E drive.

second time, i shrink my C drive by 99 gb (remaining 201gb in c Drive) them
start to reinstalling process of ubuntu
this time i select "something else" and near about 9 gb logical for swap
area and rest off the 90 gb for ubuntu as primary operation. plz help me :-(
