We need some more information about your system:

1. Please plug in the modem and issue the terminal commands

uname -a
lsb_release -a
lsusb

then copy/paste all output into this question document.

2. Unplug the modem, wait half a minute and issue the terminal command
dmesg
note down the time code that you see in the last message

plug in the modem, wait half a minute and re-issue the terminal command
dmesg
copy/paste all lines that have appeared since the previous execution of dmesg into this question document.

The packages usb-modeswitch and usb-modeswitch-data should help using that device.

What is the output of the terminal commands

lsb_release -a
dpkg -l | grep modeswitch
grep 1232 /lib/udev/rules.d/40-usb_modeswitch.rules
ls -l /etc/usb_modeswitch.d/19d2\:*

lsusb

copy/paste all output into this question document as done before.

You broke the first command, please try again:

ls -l /lib/udev/rules.d/40*
grep -i -A 2 -B 2 -e 19d2 /lib/udev/rules.d/40-usb_modeswitch.rules

and copy/paste the output.

Ok.

Try

sudo add-apt-repository ppa:baltix-members/ppa
sudo apt-get update
sudo apt-get upgrade

and reboot

What is the output of
lsusb
dmesg | grep -9 ZTE
after rebooting?

I've already fixed this modem problems by ejecting its cd-rom now I can connect it as a modem not a usb storage device. Thanks Manfred Hampl for your such help. The community of ubuntu is really strong. Thanks again...
