Please read site below. Ubuntu 9.10 has been EOL (end of life) for years. Suggest you install a supported release.

So, I don't know how to upgrade Ubuntu, since I can't access any network. Is there a way to download it in a Windows running computer? So I can install it manually.

Yes. The sites below will give information on how to do it. This will not be upgrade, but new clean install. Any thing important on 9.10, needs to be backed up, and reinstalled on 14.04. Will this be Ubuntu only or a dual boot with Windows? 14.04 takes more power to run, than 9.10. There are two lighter Ubuntus, Xubuntu and Lubuntu. Be sure to do a MD5sum test. If you burn a DVD, burn as slow as possible.
