What Ubuntu release are you running?

If it is 14.04, try the terminal command

sudo apt-get install --reinstall synaptic libapt-inst1.5 libapt-pkg4.12 libept1.4.12 libxapian22

If it is 12.04, try the terminal command

sudo apt-get install --reinstall synaptic libapt-inst1.4 libapt-pkg4.12 libept1.4.12 libxapian22

and then try running synaptic from a terminal again, and report the results.

One of the error messages in your latest posting does no more refer to synaptic, but to python3. So I assume that the root cause is not synaptic, but something else (maybe python, but maybe something completely different).

Maybe re-installing Ubuntu from scratch can provide a faster solution that starting an investigation on where the culprit for your problems might be hidden.

thank you
Yes I thought a reinstall everything but I do save my data before I'll look if I find a topic to not lose anything important
Or I go on windows because besides the 3D printing software repetier I need is not compatible with the 14.04 and poses problems with 12.04 which new facility raise the same problems.
Ubuntu is good when installing an app from the "official" repository and we do not need to drive external elements, if use tutorials made by people who have mastered not enough i end up with trouble every time update ...
unsolved problem but abandoned
