DEB packages - just double click it will open gdebi installer (or use terminal based dpkg).

Not deb packages - do you mean apps for windows (exe)? Fot r them you will need wine

To install .deb package just double click it (it should install with all the dependencies)

Non deb packages i.e for example rpm (red hat package manager) to install these type of files in ubuntu you need to use alien
