Draw program for 14.04

Is there a good easy to use Drawing program (free or pay) that can:
1) draw arrow headed lines and add text
2) rotate the text to any angle
3) save the drawing as a .gif file.

Try in Kingston Office or Libreoffice. You can always setup the screen then take a screen-section-shot and save in GIF.
