Why doesn't the keyboard start in selected layout on boot up?

When I boot my laptop the keyboard layout often starts in US keyboard layout even though the option set when installed was UK keyboard layout and the language selection is set to "Apply system-wide" for both "Language" and "Regional Format". The icon on the top panel is En1 every time and clicking on it the sub menu indicates the UK keyboard is active even when it isn't. Clicking on the UK keyboard option sets it correctly and it still shows as the UK keyboard as active.
This is irritating as it hasn't happened before I installed Ubuntu 14.04 LTS on an empty hard drive. I would like to know why this is happening now and how to prevent it. I have tried removing the US keyboard option from the "Text Entry" options but it doesn't do anything except remove the US keyboard option from the keyboard dropdown from the panel.

This is a known bug.
Can you try the solution proposal in comment #21 of the bug report, and report your results on the bug page?
