I am not able to play vedio as MPEG-4 AAC decoder, H.264 decoder is missing from where can I download them form

Ubuntu 11.04 is out of date. There are no updates and no software repositories anymore.
You should consider updating as soon as possible. The best way is to backup your data and to a fresh installation of Ubuntu 14.04, or at least 12.04.
If you laptop is an older model and does not meet the system requirements you should have a look at Xubuntu or Lubuntu.

I suggest a clean install of Trusty. It is LTS and supported til April 2019

11.04 (Natty) is EOL and there are no packages and no community support for it
