how to change language in 14.04 LTS?

I cannot add my language, the "installed languages" window is empty, so I cannot select a language to install.

I assume that this is because of another typical Ubuntu bug: I cannot enter my proxy server's credentials anywhere. This means that my Ubuntu installation will never get any update... :-(

You can use the /etc/apt/apt.conf file (not present by default) to set proxy along with credentials.
