Using Ubuntu Precise, at this point there is no driver support for flatbed scanner HP Scanjet 200.

Have you checked if HPLIP supports the device?
If so then if you install the latest HPLIP it may help

Both HPLIP and SANE are checked. Neither of them offer support for this specific machine. Fact is also further evidenced by simple google research at e.g. ubuntu forums.
