LTSP client Quality of Service QoS for voice

I have setup a 13.10 Ubuntu-Server with LTSP Xubuntu FAT client and I'm trying to setup a DSCP value of 46 for voice traffic using "lts.conf".
These are the commands I have tried:
RCFILE_01="iptables -A OUTPUT -t mangle -p udp -m udp --sport 10000:20000 -j DSCP --set-dscp 46"
RCFILE_02="iptables -t mangle -A FORWARD -p udp --dip 10.2.1.20 -j DSCP --set-dscp 46"
RCFILE_03="iptables -t mangle -A FORWARD -p udp --dip 10.2.1.21 -j DSCP --set-dscp 46"
RCFILE_04="iptables -t mangle -A FORWARD -p udp --dip 10.2.1.22 -j DSCP --set-dscp 46"
RCFILE_05="iptables -t mangle -A FORWARD -p udp --dip 10.2.1.23 -j DSCP --set-dscp 46"

Basically our SIP server tells the SIP client which is "Linphone" in this case to send voice to our dialer voice processors at 10.2.1.20-23.
I have verified that iptables is installed in the chroot and I've taken a wireshark capture and it is not tagging the packets. Has anyone tried this?

I managed to get it working finally!!!
This is the line I used:
RCFILE_02="iptables -A OUTPUT -t mangle -p udp -d 10.2.1.0/24 -j DSCP --set-dscp 46"

I've been seeking out a LaserJet 1100 however I haven't been capable of song one down yet. Unless I can aquire one we wont be able to understand if this configuration will absolutely work.
