make startup disc

UBUNTU 13.10 has a program "make startup disk" with NO help/instructions. I have tried loading a blank cd before and after running the program absolutely nothing happens - this may be a great program but QUE?

I suggest unetbootin. It is available for Ubuntu as well as downloadable for Mac and Windows.
