Does Ubuntu want to support non-pae CPUs?

Hello there,
I have an old laptop with Pentium M that does not have the feature PAE, so I cant install Ubuntu 13.10 .
Does Ubuntu want to support non-pae CPUs on future?
there are several ways to install that but they require broadband internet connection(that I don't have).(=installing old versions and updating to new version).
So I only want to know Do distributers of Ubuntu want to edit the kernel or not ?

OK, it is 12.04 but it is about PAE.

Precise is also LTS so supported til April 2017 :)

arochester: It says I must install mini.iso that downloads remaining part of Ubuntu during installation. but my internet connection is not wide enough .
the next method says install lubuntu and use this command:"sudo apt-get install ubuntu-desktop" . will it install from an CD image?
actionparsnip: I prefer to use latest version.
