Dia isn't on par with Visio, but fully functional. Give a try.

If you like KDE, you may also want to try out Kivio which is part of the Koffice suite.

http://www.koffice.org/kivio/

You can install it by adding the sources for the latest KOffice packages for Kubuntu by following the instructions that you'll find there:

http://kubuntu.org/announcements/koffice-16.php

Enjoy!

Have you tried to install Visio under Linux using Wine (Windows Emulation). I only have an old version, but it installed under Feisty Fawn with no difficulties. You can install Wine from Synaptic Package Manager (under the System menu). To install Visio, mount your Visio CD or copy the install files locally and launch Setup.exe from Wine File (this will be added under Applications, Accessories.
