English keyboard after update to 13.10

I just detected that my keystrokes are interpreted as if I have an english keyboard, extremely annoying!
Before I updated from 13.04 to 13.10 the system agreed with my swedish keyboard.
And now I can't even find how to redifine the keyboard!!

I found where to change the keyboard layout.
However, it stated swedish keyboard as it should but it was interpreted as english anyway.
I had to add another layout and then go back to swedish to get my keys right.
That is an error in the upgrading procedure.

seems to be known bug #1240198

Just clicking on the icon for your language again should help as a workaround.
