Basically you create a USB or DVD with the version you want. I personally recommend 12.04 since its supported longest but if you want the absolute latest 13.10 is due out later today.

Boot from it and follow the on screen prompts

There is a step-by-step guide here:

Lts is every 2 years. The next lts is 14.04

These have longer support and designed to be solid for 5 years. From what I see the releases between test features and bugs which then go on to make the next lts. Non lts releases are supported for 9 months and I always recommend casual users to stick to the lts

You can upgrade any time you want to but non LTS releases are only supported for 9 months.

I agree with Actionparsnip unless you really want the latest features and are happy to upgrade every six to nine months stick with LTS versions current is 12.04 next will be 14.04.

If we have solved your problem please mark it solved to close it.
