Met a problem when customizing keys in Unity

I'm an Emacs user and I bind Alt+F2 to a local command in my init file. But I can't actually use it since it is captured by Unity. Then I installed Unity Tweak Tool and disabled Alt+F2 in Unity->Additional. It is successfully disabled, but Emacs still can't capture it. I searched the web and ubuntu wiki but didn't get anything that looked promising. Any ideas? I'm using:
* Ubuntu 13.04 amd64
* unity 7.0.0daily13.06.19~13.04-0ubuntu1
* unity-tweak-tool 0.0.4ubuntu0.1
* compiz 0.9.9~daily13.06.19~13.04-0ubuntu1

That key combination is a rather pure choice. Not only that it is occupied by Unity, it is also the key combination to change to the second text console while outside the graphics environment. Inside it it's Ctrl+Alt+F2. I can only guess, but that might be the root of your problem.

Can you help with this problem?
