Xubuntu 12.04: What is the difference between initial start and restart?

Hi,
I'm running Xubuntu 12.04 on an older Notebook and I observe a different behaviour between an initial startup and a restart.
Concrete behaviour:
I have plugped-in a Huawei Surfstick at a USB port.
When I run an initial startup, Xubuntu does not recognize the surfstick, it is always blinking green.
Now, when I run a restart, the surfstick will be recognized and is blinking blue.

So my question: Is there a difference in the initialization order between initial start and restart or what might be the reason that the surfstick is recognized during restart only?

Sounds like the storage is being ejected and switching it to a modem.

So if this is the case I should see the surfstick after initial start as normal mass storage device and not after the restart, right?

Yes. You'll need a udev rule to make it ok. If you run:

lsusb

You can see the 8 character hex ID which you can use to find guides

Adding that udev rule solved the problem, so thanks a lot for your hint.

Nevertheless, it is still not clear for me why the behaviour was different between initial start and restart, because in both cases the lsusb showed up the right id for the modem.
I tried it many times, but it was never switched to mass storage device.
