Could "FRINK" be installed in PC having Ubuntu13.04 as an OS?

Recently I came across an article titled as "Three cool compilers to Help you prohram on your Android Device" in an Open Source Magazine "Linux For You" Sept-2013 iaaue. An author has mentioned (1) C4droid, (2)Frink, (3)JoyToy. Out of these I found FRINK very interesting. It is a practical calculating tool and programming language. In google.com launch a SEARCH for "Frink Programming Language", it will lead you tohttps://play.google.com/store/apps/details?id=frink.android&hl=en .
My question is:
Could this be INSTALLED on PC having Ubuntu 13.04 ? How?

Looks like some Java thing. You can install Oracle Java using this:
