video DVD's not playing, error wrong format..

I,m trying to play video dvd,(when i try to play whith video app says wrong format), this is what i've done to try to get video dvd's to work.

Ubuntu destop guide for playing video dvd's.

(1) Install libdvdnav4, libdvdread4, gstreamer0.10-plugins-bad, and gstreamer0.10-plugins-ugly. < (1).. I've installed all of these (with all add plugins for libdvdread4)

(2) If you would like to play encrypted DVDs (see the legal note above), open the Dash and launch a Terminal. < (2) I opened terminal,

(3) Type the following into the screen which appears, then press Enter:
    sudo /usr/share/doc/libdvdread4/install-css.sh
    Enter your password to complete the installation.

                                                                                                            I tried to run video dvd with- video app i get (error wrong format).

(7) I ckecked my My dvd region < (7) DVD region 1,mask=0xFE

What else do i need to do,

Ubuntu does not play all DVDs by default due to licensing issues see here
