Adobe support for Linux is limited. I recommend you switch to Chrome as it has inbuilt PepperFlash.

Adobe has dropped the support of flash player for Linux. We stuck in 11.2 version and no updates-upgrades will come anymore. Only security fixes, but the version will stay the same.

No, you cannot report a bug because this is not Ubuntu's problem and Ubuntu does not control the flash player.

Yes, Google Chrome has the flash player integrated (adobe & google together) and it has the latest version (11.8 or 11.7).

Proceed with the installation of Google Chrome and you should be OK.
