I messed-up Wine programme, who can help me out?

Can't configure wine. Configuration window appears into wine-window. The two cannot be separated.

I tried to reinstall wine but that does not solve anything.

Try to delete .wine folder (it is hide folder - press Ctrl+H to see it). Warning - you will loose all programs installed via wine and wine setups!

I think if you reinstall without keeping congig files the problem would be solved.
