Why can't I change my ogg vorbis files to mp3 files?

I'm using SoundConverter and I'm trying to change my ogg vorbis music files to mp3 files but I get the following message MP3 Encoder not present. Your help is greatly appreciated.

Have you installed Lame and Ubuntu restricted extras? Both are in Ubuntu Software Center. Not sure this will fix your problem. I think there is a bug with SoundConverter with FLV files.

I don't think I have installed Lame and Ubuntu restricted extras. How do I do that? I'm using Lubuntu 13.04.

Converting from one lossy format to another will lose quality. I suggest you rerip using OGG and they will sound better.
