This applet was removed from the GNOME 2.16 release, as it was unmaintained.

You can install and use gparted instead.

As Nicolas DERIVE told, try running the Package Manager (Synaptic) and searching for "gparted". Or, if you wish, run the following command in the console:
sudo apt-get install gparted -y

This is a very intresting program, that let you manage your disk partitions.

If you want more informations about Partition Basics, there is a good HowTo: http://www.ubuntuforums.org/showthread.php?t=282018.
