Cannot install Ubuntu 13.04 from live usb (ati issue)

I've been using ubuntu for a couple of years now, and before version 11.10, I didn't really have trouble installing or upgrading the system on my computer. However, after 12.04 was released, it seemed that all of my upgrades seemed to break for some reason or another, and I was required to completely reinstall ubuntu through a live usb. When I noticed 12.10 was available, I decided to upgrade from 12.04. After the installation, I restarted my computer and when I got into ubuntu, I got a low graphics mode error. I didn't care much about the quality of the graphics, so I decided to just run in low graphics mode for just one session, when it tells me to wait a minute for the display to restart. After pressing ok and waiting longer than five minutes, nothing happened. Pressing the power button did make text appear on the screen, so it didn't seem like a complete freeze. Since I didn't know what to do, I just left the problem for a couple of days, and 13.04 was released. I thought downloading the new upgrade could fix the problem, so I searched how to upgrade from the terminal and checked the release notes, and waited for the upgrade to finish.
Starting Ubuntu 13.04 led to the same issue though. It didn't seem like ubuntu could detect my graphics, so I searched up the issue online and tried to mess with the fglrx drivers and various other methods I saw for this problem, however each one gve the same result.
After failing to fix the problem, I decided that doing a clean install might help. However, when I tried to run the live usb, I got the same error! Is there anything I can do to get the ubuntu working on my computer again?

Graphics: Ati raedon HD 4200 graphics
Operating systems: Windows 8 Pro 64 bit
Ubuntu 13.04 64 bit (Not working)

and is not a fault of Linux, but AMD/ATI instead.

Now, a solution to your problem might exists. First of all you must NOT TICK (MARK) the BOXES where Ubuntu suggests to install Third Party Software.. etc, during installation. Leave the boxes as they are. BLANK.

When the installation finish, probably you will have a working desktop with the open source pre-installed driver (radeon). But not a good performance.

Then the solution to your problem might be this external PPA.

You can add this PPA and try to install the legacy AMD/ATI driver for your Graphics Card.

Thank you for the response.
I want to note that with the live usb, I cannot access the installer at all. Both the live usb and the actual installation give me the same error.

I also tried that archive before, but it didn't give me much luck. I noticed it updated yesterday for Raring though, so I might give it another shot to see if it works now. The open source drivers don't seem to work at all either, I'm not really sure why.

Is there a way to get to the installation on my live USB?
