upgraded to ubuntu 13.04 and workspaces manager disappeared?

I am unable to find the workspace manager after upgrading to Ubuntu 13.04. It is not listed in the Software center nor did I find it in the Synaptic package Manager.

Should I down load the image and re-install Ubuntu from scratch?

If you make a fresh Ubuntu, is it the same?

To re-enable workspaces, Right click anywhere on your desktop and choose 'Change desktop background'. Open the behaviour tab and check the box besides 'Enable Workspaces'. That should do it
