does ubuntu 13.04 come in PAE and non-PAE ? and if it does can you send me the link to download non-pae ubuntu 13.04

You could install 12.04 non PAE (using minimal ISO) then immediately upgrade to Quantal then immediately upgrade to Raring.

I hope you do realize that Raring is EOL in January 2014. Precise is LTS and supported til April 2017. I suggest you simply remain on Precise. Quantal will be EOL after Raring as another point also.

There are kernels, even from 2.6.y version to the latest 3.10-rc1 version.
