what easy GUI toolkit and programming tools for new programmer

Sorry for the loaded question,
but what types of toolkits could I use in my XU install to create a program
I need something easy.

Here's my goal.
The program will need to do:

task one:
create a clickable listing of *.lst files
be able to move selected files to and from the "inactive" subfolder
(maybe dual file listings with simple click to move files to & from main folder to inactive)

task two: provide information, find and parse results, fetch contents of other files.
ex. scan airplane-2005.lst (text file listing)
and find all .dat references
ex.
f22.dat
f15e.dat
su35.dat
b747.dat
create a clickable list
and then when clicked read the .dat (text) find and parse and display results of variables
AIRSPEED
GUNPOWER
STRENGTH

I fear this is too hard for an impatient pass his prime builder.
This is volunteer work.

I think that quickly could serve as basis for such project. There are tutorials how to install and use quickly in Ubuntu. e.g http://screencasts.ubuntu.com/taxonomy/term/86 (three parts).
