installation 12.04 to 12.10

I am tring to install a fresh Ubuntu 12.10 over a 12.04 The updated manager will not work through the home network, URL conflicts ?? I have made a bootable USB flash with start up disk creator. The USB boots in windows but when i put it in any Ubuntu computer, is does nothing. I have 12.10 on the desk top. How do I boot it?

Hi Glenn

Silly question but is the Ubuntu laptop set to boot/capable of booting from USB? Check the sources in the Software Sources, maybe disable them all, run apt-get update, then try Distribution Upgrade again
