First Off all we cannot support here (at Launchpad Answers Tracker) a version that has not been released yet.
Ubuntu 13.04 will be released on April 2013 ... so is not considered as stable is not released yes , so any troubleshooting it will waste of time... because Ubuntu 13.04 will take a lot of Updates until the Final Release.
A second thing is that you mixed up your sources.list ... as I can see.. 12.10 and 13.04.. your sources.list file is not clean..
If you want ONLY 13.04 packages.. you have to remove all Ubuntu quantal AND precise entries from your sources.list file.
Try these commands in terminal: (please copy-paste below commands one by one , for more accuracy)
1) sudo cp /etc/apt/
2) sudo wget "http://
3) sudo mv /etc/apt/
4) sudo mkdir /etc/apt/
5) sudo apt-get update
6) sudo apt-get dist-upgrade
Thanks

I also suggest you report a bug. The sources should clean up automagically. If you cannot rectify simple things like this then I don't recommend you use prerelease. Raring is not stable and not ready. You will get bugs and feature holes up to and even after release. If you are happy to put up with bugs etc but want to report issues to get the release ready for April then by all means use Raring. If you need an OS that works as expected then I suggest you reinstall with Precise.
Can you help with this problem?
Provide an answer of your own, or ask Pavan Kiran Pulapalli for more information if necessary.
