HELP ! ! I upgraded to Ubuntu 12.04 and cant find system settings

I upgraded to version 12.04 but there are no panels, no window settings and I cannot find the System and Preferences menus. I cant find anything. I have tried every thing on the launcher.

Please help. I want to change back to 10.04.

The user interface in 12.10 is very different from the old one
