How to report an unmaintained / orphaned package?

What should I do if I find some orphaned / unmaintained package?

Probably, if a package loses its maintainer, it should be adopted by another one.

How to report such issue to draw some attention to it?

Right idea indeed, but still ambgiuos.

What package such bug should be reported against?
If it's reported against the "orphanedpackage", the chances of it being reviewed are quite low.
Hence, it should probably be reported against some special meta-package (???) or against Ubuntu in general.
