It is, it's in the partner repo which isn't enabled by default. Just because you cannot find something, doesn't mean that it isn't there.

If you go directly to www.skype.com you can download the version there too.

Just go into software center and search skype, the top result will give you something about "source not currently active", just click use this source, and then click install.
