It depends which way you are trying to do it.

Will virtual PC run on Ubuntu? Possibly with wine, but there are better options since VirtualPC is intended to run on top of Windows.

Will Ubuntu run inside of VirtualPC? I have never run VirtualPC before (you would need windows installed on your system for that...which I don't have), but Ubuntu does fine inside of VMWare and Apple's emulator, so I can't foresee any difficulties with the Microsoft product.

Ubuntu 7.10 Server Configuration
 1. Start VPC
 2. Capture ISO Image
 3. Select install
 4. Configure as 'server name' of your choice
 5. System Clock is NOT set to UTC
 6. Set up root user
 7. Install starts
 8. Software selection: LAMP server or as preferred
 9. Remember your MySQL Root Password
10. Reboot and access the Grub screen
11. Select Recovery Mode
12. Sign on and perform the following Edits:
12.1. Splash screen
      sudo nano /boot/grub/menu.lst
      Remove: splash
13. Reboot the system
