setfcaps: Linux kernel capabilities: Where is it?

Hello,

I need to locate the setfcaps executable in order to modify my kernel's (2.6.22.-generic from linux-image-2.6.22 package)CAP_NET_ADMIN privilege to thoroughly test multiple methods of creating a tap network device for kvm. I haven't been able to find the package it's in (and it's not in libcap-bin either), if any. Can you help?

setfcaps and getfcaps seem to be extensions added in libcap. See http://www.friedhoff.org/fscaps.html and the links there. These versions of libcap are not yet available for Ubuntu, but I guess you could get them elsewhere (Fedora/Gentoo, perhaps?). Also, it seems kernel patching will be required.
